Budget additions backed by Cabinet

Backing the Big Society, curbing cuts to childrens services and adult social care and supporting concessionary travel are among the additions to the budget backed by Leicestershire County Councils ruling Cabinet.

The Cabinet agreed today (February 14th) that, following consultation on its budget, it is proposing to:

Provide 5.5 million from reserves, to cushion the impact of national grant cuts on the Children and Young Peoples Service and the Youth Offending Service

Boost the Big Society in Leicestershire, by investing 350,000 in budgets that communities can spend on local priorities and 500,000 to encourage greater community engagement, volunteering and social enterprises

Use 6.4 million from the local NHS to reduce social care savings by 2.4 million and invest 4 million in services that will prevent older people becoming reliant on health services

Support free peak-time bus travel for disabled people, taxi vouchers and half-fare community transport, for concessionary travel scheme members, helping older people and disabled people, especially in rural areas

Maintain 170,000 funding for home to school transport until summer 2012, to give parents and pupils more time to make alternative arrangements, where services may be withdrawn

Maintain 20,000 of funding for Trading Standards to take part in the national Scambusters campaign

Invest 250,000 in school sports partnerships and a new apprenticeship scheme, to increase participation

Provide 150,000 for voluntary groups, to ease the transition to new contracts

Maintain 50,000 of funding for the Impact project, which works with young people to curb anti-social behaviour

Following the latest amendments, the budget will be finalised at the full council meeting on February 23rd.

Council leader David Parsons said: Weve listened to what people have said about our draft budget. Thanks to careful use of reserves and other funding, were proposing to curb cuts to childrens services, back the Big Society and protect the most popular extra parts of the concessionary travel scheme. I must stress, however, that these proposals do not affect our overall strategy and the need to make major savings.

Weve had an extremely tough funding settlement but, by being responsible and planning for savings, we are proposing to limit the impact on the public. Our priority is to provide value for money and run the council as efficiently as possible.

Background:

Leicestershire County Councils proposed budget aims to tackle a real terms cut of 27 per cent to its formula grant over the next two years.

Following the latest changes to the budget proposals, such as NHS funding and the use of reserves, the key points are:

The council is proposing to save 79 million over four years and raise an additional 2 million in income

It also has to cope with the loss of 10 million of specific Government grants to the Children and Young Peoples Service

It proposes to make 57 million of efficiency savings, by cutting back-office costs and changing the way some services are delivered

Despite this, it will still have to make some savings from services, of around 22 million

The council is proposing to accept Government support to enable it to freeze Council Tax next year and it proposes to freeze it again over the next few years

The council has already saved 1 million by reducing the number of departments. Examples of additional proposed efficiency savings include:

Saving 1 million per year, by sharing back office functions with Nottingham City Council

Cutting management posts and administration, saving 7 million

Saving 21 million from commissioning and procurement more effective buying of goods and services

It is proposed that some services will see more spent on them, due to rising demand. These include:

Meeting increasing adult social care needs, due to an ageing population

Supporting children in care

Meeting the Landfill Tax bill and using alternative, more sustainable, methods of waste disposal

The council predicts 1,000 full-time equivalent posts will be lost over four years as part of its savings plan but hopes to minimise compulsory redundancies, through staff turnover, natural wastage and control of vacant posts.

The councils total funding for 2011/12, excluding the dedicated schools grant, is 348.8 million
