Rising standards in county schools, more young people in education, training or employment and further work to keep children safe have all been recognised by Government inspectors.

In its annual report, published today, Ofsted has judged Leicestershire County Councils Children and Young Peoples Service as performing well the second highest rating possible, highlighting improvements in key areas since its last inspection.

Inspectors praised the high standards of education in Leicestershire with almost all secondary schools rated as at least good and a quarter of them now rated as outstanding. The report also says that standards at primary schools have improved even further over the last year and all the six county special schools are rated as good or better.

The report highlights Leicestershire pupils strong performance in national tests and exams. Ofsted says that standards in Leicestershire secondary schools have risen faster than elsewhere in the country with more than half of young people gaining five or more GCSEs including English and maths.

Inspectors said there is an increasing range of choice through diplomas, apprenticeships and post-16 learning for Leicestershire pupils. They said that ambitious targets to increase the number of young people aged 16 to 18 in education, training or employment, including young offenders and those leaving care, have been exceeded.

Ofsted praised the county councils social care arrangements for protecting and keeping children and young people safe. Inspectors said assessments had improved and were now quicker. The county council has opened a new emergency duty desk this year for anyone who has concerns about a childs welfare to call.

The report says that the children and young peoples service has strong leadership and is working well with partners which has led to success in identifying priorities and improving the service.

Further highlights include rates of young people offending for the first time and re-offending being reduced quickly and praise for early years education and childcare.

The report does highlight some areas that can be strengthened. For example, the education provided at the pupil referral unit in Blaby for county pupils who have been, or are at risk of being, excluded from school.

The county council has, however, been working closely with senior leaders at the centre and executive head teachers from across the county to boost standards. This has led to improvements at the centre, which has this week been taken out of special measures and given a satisfactory Ofsted report.

Ivan Ould, Leicestershire County Councils Cabinet Member for the Children and Young Peoples Service, said: I am delighted that the high quality service for children and young people in Leicestershire has been recognised by Ofsted.

A lot of hard work has gone into raising standards in schools even further, protecting children from harm and ensuring there are more young people in education, training or employment.

The report is very positive, but we will not be complacent and will continue to boost standards in Leicestershire even further.
