Adult social care services run by Leicestershire County Council are excellent, an independent report said today.

The Care Quality Commission, the health and care regulator for England, has given the council its top rating.

David Sprason, the councils cabinet member for Adults and Communities, said: Were delighted that the CQC recognises that were delivering excellent services but were not complacent and have drawn up an action plan to make further improvements.

Leicestershire for many years has been recognised nationally for delivering excellent social care services, and I am proud to be part of that team. We know these are very challenging times for the public sector, but this report shows we are in a good position to meet those challenges.

The Care Quality Commission says in its report: Leicestershire County Council prioritises adult social care, has a clear vision and works effectively with partners to deliver that vision.

It has demonstrated a thorough understanding of the opportunities and challenges that lie ahead.

The council has improved across a number of key areas since the 2008-9 assessment and this is reflected in an overall judgement of excellent in 2009-10.

Leicestershire County Council was judged to be performing excellently in five out of seven categories:

Improved health and emotional well-being

Improved quality of life

Making a positive contribution

Increased choice and control

Economic well-being

It was judged to be performing well, the second highest category, in two categories:

Freedom from discrimination and harassment

Maintaining personal dignity and respect
