Councils across Leicestershire and Rutland have today published statements outlining what they have been doing to tackle climate change.

It is the first time the authorities have published public documents outlining work they have done and steps they will take to tackle the causes and consequences of climate change.

The initiative marks the ten year anniversary of the Nottingham Declaration a document all the authorities have signed pledging to work towards reducing their CO2 emissions and protecting the environment.

Cllr David Parsons, Chair of East Midlands Councils, said: The publication of these statements shows local authorities are leading by example and confirming their commitment to tackle climate change.

A lot of good work has been carried out and we are aware even more needs to be done to tackle the causes and consequences of global warming and help protect our environment for future generations.

A number of the authorities have published statements which can be found at www.climate-em.org.uk

Work carried out by each authority includes:

Blaby District Council: has recently installed a combined heat and power system at Enderby Leisure Centre which the Carbon Trust has estimated could save a massive 352 tonnes of carbon dioxide emissions a year. In addition, the new Thorpe Astley Community Centre was opened which contains many exciting low energy technologies. The council has also successfully taken hold of reducing its own carbon footprint through an inspiring staff campaign called Time 4 Change.

Charnwood Borough Council: has reduced its carbon footprint by 13% and improved the energy ratings of social housing by 14%. The council has introduced a parking scheme based on CO2 ratings of vehicles and seen the borough emissions fall from 7.4 to 7.1 tonnes per capita. The councils statement on its progress since signing the Nottingham Declaration is available to view at www.charnwood.gov.uk/climate_change

Harborough District Council: after signing the Nottingham Declaration, Harborough produced a Carbon Management Plan with the aspiration of initially reducing its carbon footprint by 20% by 2014. It has achieved in its first year of accurate data gathering a reduction of 14% for 2008/09 to 2009/10, and now has in place its Just One scheme encouraging staff to save energy, which has been a great success. Significant savings in its refuse, grass cutting fleets and in-house electricity use have been the back bone of its success and it is now looking at new technologies and the way it operates as a local authority.

Hinckley and Bosworth Borough Council: has identified the areas of its activities that use the most energy and other impacts on the environment and has a Carbon Management Plan to reduce energy and therefore CO2. The council has set a target of reducing overall CO2 from all its operations, including buildings by 20 per cent by 2014. In the past year alone it has driven down emissions from cars and vans on council business by 19 tonnes and now it plans to replace its refuse fleet with new, cleaner vehicles and reduce staff mileage even more through more flexible working methods to help to achieve this target.

Leicester City Council: has installed insulation to thousands of homes across the city, set up a programme to engage with businesses and has seen greatly increased cycling rates. The City Council has developed an Adaptation Action Plan to ensure the city is protected from future climate change and has developed a number of programmes to cut its own carbon footprint by 50% by 2025. As such, the city has seen at least a 7.6% reduction in its carbon footprint between 2005 and 2010 and was recently ranked as the second most sustainable city.

Leicestershire County Council: is carrying out a rolling programme of switching off or dimming street lights where it is safe to do so. From April to June this year there was a 7% reduction in carbon emissions from the countys streetlights, compared to the same period in 2008/2009. In 2009/2010 direct carbon emissions from Leicestershire County Council (including schools) fell by 2.7%.

Melton Borough Council: is running an energy awareness campaign with staff which has resulted in a 4% reduction in electricity use at its main offices. It is working with partners to reduce the diesel use of the waste management fleet with the introduction of new plastic bodied vehicles.

North West Leicestershire District Council: has run a highly successful Green Footprints Challenge to encourage everyone across the district to reduce their carbon footprint.Over the past year the council has been putting its own house in order and has exceeded its target to reduce its carbon footprint by 4%.It has also coordinated a series of public events as well as its popular Green Footprint Business and Community Networks.

Oadby and Wigston Borough Council: has conducted a number of Switch off campaigns within the council offices to raise awareness of energy wastage and the potential energy savings staff can make through simple changes to their behaviour. A survey of Energy Saving Opportunities within the main council offices was conducted by the Carbon Trust in May 2008. Also in partnership with the Carbon Trust in 2009/10 the council took part in the Carbon Lite programme, the culmination of which was its new Carbon Reduction Plan.

Rutland County Council: has been taking steps within its Carbon Management Plan to reduce energy use within the councils own buildings and schools. With energy use being monitored, unnecessary electrical equipment being removed, lighting upgrades to lower energy bulbs and improvements in insulation, the council hopes to save up to 37,000 a year whilst reducing its carbon footprint by over 190 tonnes of CO2. The council has also provided over 80,000 of central government funded grants to residents to help improve insulation and heating in their homes, and is trialling switch offs and low energy lamps on its street lighting to make further savings.

Working Together: Through sub-regional projects, the councils across Leicestershire and Rutland have been supporting local community groups in taking action on climate change, promoting energy saving measures through the Big Switch Off campaign, and working to ensure their services and residents are prepared for extreme weather conditions and projected future changes in our environment.

The public statements are today on display at a meeting of council leaders across the East Midlands to acknowledge the 10th anniversary of the Nottingham Declaration.

The East Midlands was the first region in England to achieve 100% support for the Nottingham Declaration, launched in 2000, following support from all 46 councils in the East Midlands and the Peak District National Park Authority.

Cllr Parsons added: I am very pleased that the East Midlands has led the way on this important initiative and that all councils in the East Midlands have made positive steps to address climate change issues.

The event at Nottingham Trent University has been organised by Nottingham City Council with support from East Midlands Councils.
