English Defence League proposed march in Leicester

The Home Secretary, Teresa May, has today (Monday October 4) authorised a ban on public processions in Leicester city centre next weekend.

On Friday September 24, at the request of Leicestershire Constabulary, Leicester City Council applied to the Home Secretary for the ban after formal notification was received that both the English Defence League (EDL) and Unite Against Fascism (UAF) intended to march in the city on Saturday October 9.

The experience of other cities which have been successful in getting a march banned is that static protests still take place. The police have a legal obligation to facilitate a peaceful protest and after careful consideration it was decided that Humberstone Gate East would be the location for any static protests.

A public information leaflet has been produced and was handed out in the city centre on Saturday October 2. It will also be handed out in the city centre the day before the march (Friday October 8). The leaflet contains information to enable peple to make a decision as to whether to postpose their visit to Leicester city centre on October 9. The council has written to 2,000 key organisations and individuals in the city, met with community representatives, youth organisations and faith leaders, and worked with the local media to ensure that people are kept informed.

Questions about the proposed march

Q Will the march be banned?

AThe Home Secretary, Teresa May, has today (Monday October 4) authorised a ban on public processions in Leicester city centre next weekend.

Q Can we stop them coming to Leicester?

AThe ban only applies to a march. This means that protest groups would not be allowed to march through the city but could still hold static demonstrations on the day.

Leicestershire Constabulary and the City Council will work together to ensure any protests are peaceful, balancing the rights of the protest groups to express their views against the wider publics rights to go about their normal business without great disruption or fear of intimidation.

Q Why has Humberstone Gate East been chosen as the preferred location of the demonstration?

A This has not been an easy decision to make and clearly no site in Leicester is ideal for an event of this nature. However, the police have a legal obligation to facilitate a peaceful protest and we need to balance the rights of protestors to demonstrate against the needs of businesses and the community.

Following careful consideration, the police and council have decided that Humberstone Gate East provides a platform for protest, has easy access and is the most suitable location to allow for effective policing of the event to ensure public safety.

Q What other locations have been considered by the police and council?

A A number of factors were taken into consideration and Humberstone Gate East was felt to be a suitable site in order to facilitate a peaceful protest.

Q Should I close my business on October 9th?

A This is a decision for individual businesses to make. Clearly there will be a great deal of disruption in Humberstone Gate East and an increased number of people in Leicester city centre on October 9th. The police and council are working together to reduce disruption as much as possible to those people not involved in the protests.

Q How are the police and council going to protect my business on the day?

A Leicestershire Constabulary and Leicester City Council have been working together to plan for this event to facilitate a peaceful protest. This will include a significant number of specialist officers supported by the City Council resources who will be deployed according to the plans.

Q How can I protect my business?

A You can protect your business by taking sensible precautions and by reviewing your current security. If you would like support with this then Leicestershire Constabularys Crime Reduction Officer and the City Council will be willing to offer advice.

Q Is there anything more I can do if I want to make my views known?
