The Home Secretary, Teresa May, has today (Monday October 4) authorised a ban on public processions in Leicester city centre next weekend.

On Friday September 24, at the request of Leicestershire Constabulary, Leicester City Council applied to the Home Secretary for the ban after formal notification was received that both the English Defence League (EDL) and Unite Against Fascism (UAF) intended to march in the city on Saturday October 9.

The experience of other cities which have been successful in getting a march banned is that static protests still take place. The police have a legal obligation to facilitate a peaceful protest and after careful consideration it was decided that Humberstone Gate East would be the location for any static protests.

Sheila Lock, Chief Executive of Leicester City Council, said: We welcome the Home Secretary giving her consent for the Council to impose an order banning any public processions, including marches, in Leicester city during the weekend of October 9.

Even though the Home Secretary has given her consent it does not prevent any static protests taking place, which are still lawful provided they remain peaceful, as we, nor the police, have legal powers to prevent them.

There are of lots of activities being planned during the coming week to celebrate Leicester and Id encourage people to join in.

Chief Superintendent Rob Nixon, commander of policing in the City, said: The police and council have been working together closely for some time to plan for and manage any static protests. We shall do everything possible to ensure that any protests on October 9 remain peaceful and pose the least amount of disruption possible for those not involved in the protests.

We have received enormous support from communities, organisations and groups and want to thank them for their open and honest feedback and for engaging with us. To give reassurance there will be officers out and about in neighbourhoods during the week and if you have any concerns please do speak to them.

Questions about the static protests

What protests are planned for October 9?

Two groups, the English Defence League and Unite Against Fascism have indicated they wish to protest in Leicester on that day.

Where will the protests be?

The static protests will be located in Humberstone Gate East.

What are the police doing about it?

Leicestershire Constabulary have considerable experience in planning for and managing large-scale events. They are working with colleagues in the Council and other partners to ensure that the protests remain peaceful.

What are the council doing about it?

The Council is working closely with the police and other local organisations to plan and manage the protests. It is also listening to the views of a wide range of local groups about the protests.

Should I come into the city on October 9?

To help you make a decision as to whether you wish to come to the city centre on that day you should consider:

  • There will be more crowds than normal in the city, particularly around Humberstone Gate, Belvoir Street and Charles Street and more police officers than you would normally see
  • Many protestors will travel from outside Leicestershire, so the bus and train stations will be more crowded than usual
  • During the afternoon of Saturday October 9, Humberstone Gate East is likely to contain large numbers of protesters from opposing groups
  • Transport will be affected, as bus routes will need to be diverted around the protests. There may also be road closures.
  • Police officers will be stopping and searching oeople on the day as part of our plans to prevent disorder
  • If anyone commits a criminal offence or causes damage or disorder, they will be dealt with fairly but firmly.

We do not want people to come into the city just to show opposition to what the protesters stand for. Let the police handle the events and join in the celebration events on Sunday October 10.

I am worried about my own safety what should I do?

If you are concerned now, before the event, please speak to your local police who will update you on the current situation. The Police and the Council want to reassure and support all communities and encourage them not to be provoked into reacting to the protests.

There will be plenty of local police officers working on the day to reassure and assist you.

What will happen to those who commit damage or disorder?

Leicestershire Constabularys role is to facilitate peaceful protest. If anyone commits a criminal offence they will be dealt with fairly but firmly. The Police will not tolerate damage to the city or acts of violence.
