Police plan for static protest
Leicestershire Constabulary are planning for all eventualities in relation to protests by the English Defence League (EDL) including the possibility of static demonstrations taking place in the city centre on Saturday October 9.
The police and Leicester City Council are still awaiting a decision by the Home Secretary as to whether planned marches by the EDL and Unite Against Fascism (UAF) can be banned.
However, until that decision is made work is still being undertaken to plan for a static protest which would still be legal, regardless of whether a ban is granted, under the terms of the Human Rights Act.
Officials requested the ban last Friday (September 24) after the English Defence League made a formal request to police to march through the city on October 9. This was joined by a request from United Against Fascism to hold a counter protest.
Chief Superintendent Rob Nixon, who is in charge of policing in the City, said: Weve tried to be very clear from the outset that if the Home Secretary grants an order this will only stop the protest groups from marching through the city.
The Human Rights Act protects every citizens right to free speech so even if we can stop the EDL and UAF from marching, we have no powers to prevent them from holding a public protest in the city centre. The police have a legal obligation to facilitate a peaceful protest.
The experience of other cities which have been successful in getting the march banned is that static demonstrations do still take place. Thats why its very important that while we await a decision from the Home Office, we still plan for a very real possibility that these protest groups will still come to Leicester on Saturday October 9.
The police and council are working closely together to ensure that if there are demonstrations on October 9, they remain peaceful and pose the least amount of disruption possible for those not involved in the protests.
Cllr Mohammed Dawood, Cabinet member for community cohesion said: "We are still waiting to hear from the Home Office about our application for a ban on the proposed marches, but whatever happens it is likely that there will be some kind of static demonstration in the city on October 9th.
"It is therefore vital that the police and the city council do what we can to prepare for this, to ensure the safety of everyone who will be in the city on that day."
Leicestershire Constabulary and Leicester City Council continue to engage with the community, local businesses and the media in the run up to October 9 to try and ensure everyone is kept fully updated of developments.
People are still being encouraged to make use of the City Council email address consultationedl@leicester.gov.uk where people can express their views. These will help the police and council assess community impact as part of the planning process.
