Leicester off-licence fails three test purchase operations
A Leicester off-licence has had its licence suspended after being caught selling alcohol to underage customers on three separate occasions.
Bargain Booze on Gipsy Lane appeared before Leicester City Licensing Committee at the Town Hall on Monday the February 23, 2009. It followed an application by the police for a review of the licence following three test purchase failures between March 2008 and January 2009.
The Committee heard that three different members of staff had made the sales and that one of them had been dismissed as a result.
The Committee made the decision to suspend the licence at Bargain Booze for two days, which means that no alcohol can be sold during that period. In addition they placed conditions on the licence which require all alcohol sales to be made by a personal licence holder and all drinks containers sold must bear a label showing the name of the premises.
The sales came about during operations run by the police in conjunction with the Council's trading standards departments.
Sergeant Sean Moore, Leicestershire Constabulary's Licensing Officer, said: "Recent operations have yielded disappointing results with up to 50 per cent of the premises visited selling to children who are no older than 16 years. If those involved in alcohol sales would only embrace the Challenge 21 policy none of these sales could have taken place. I believe I detect a hardening of attitudes amongst the licensing authorities to this particular problem and suspect it will not be long before licences are revoked as a result."
The most recent test purchase at Bargain Booze was carried out on January 22 as part of a three-month campaign by police in Leicester to tackle underage drinking, alcohol-related violence and anti-social behaviour. The campaign, which has been funded by the Home Office, has so far seen test purchases carried out at 66 premises in the city area. Of those 22 sold alcohol to the underage youngster posing as a customer.
