27 November 2008 Adult social care services retain top rating

Services for older people and adults with disabilities in Leicestershire have received the highest rating for the seventh year running.

Leicestershire is the only County Council to receive the maximum three star rating for adult social care every year since the scheme was introduced.

The news comes after the Commission for Social Care Inspection assessed the department, which employs around 2,400 staff and provides a range of services to enable people to maximise their independence and support their individual needs.

David Sprason, Cabinet Member for Adult Social Care and Health, said: “I’m delighted that we are the only County Council to have received the highest rating for each of the last seven years. I’m proud that our staff are delivering excellent services that people want and need and that they are always working to make further improvements.”

The assessment report says that the service is excellent for:

  • leadership
  • commissioning and use of resources
  • capacity to improve
  • improving quality of life
  • making a positive contribution
  • increasing choice and control

Key strengths include:

  • excellent prevention and early intervention services
  • listening and responding to feedback from service users and carers
  • providing a high level of intermediate care services
  • launching a Dignity in Care campaign
  • increasing the use of direct payments
  • helping people with mental health problems to live at home
  • swift delivery of equipment and adaptations for people with physical disabilities
  • providing an excellent range of services for carers

Background: key facts about Adult Social Care

The department:

  • spends £163 million per year to provide services to 17,500 people
  • provides home care, care homes and day centres and commissions services through the voluntary and private sector
  • delivers hot meals to the homes of 980 people every day
  • commissions direct payments to more than 860 people, to give them greater flexibility and choice over their care packages

Successes within the department include:

  • HART, the Home Assessment and Reablement Teams, which support older people to become more independent. The scheme has been highlighted as best practice in a national report
  • Learn2Earn, an initiative to support people with disabilities obtain training and jobs
  • CareOnLine, an internet site for carers, older and disabled people, which was a finalist in the global Stockholm Challenge
