Information on Leicestershire

The police in North West Leicestershire have carried out a total of 288 test purchasing operations in one of the most comprehensive test purchasing operations ever carried out across the area - 144 have been tested in the last three weeks.

Since September 2007, both on and off licenses have been tested across North West Leicestershire.  Of the 288 that have been tested, 77 failed, which is a failure rate of 27%.

Of the 144 premises visited in the last 3 weeks 31 failed.  Since September 2007, five premises are now subject to a license review, £2480 pounds of Fixed Penalty Notices have been given out and fourteen written warnings have been issued to licence holders.

On each occasion, police officers visited licensed premises with a person under the age of 18.  That person is told to give their true age if they are asked for identification.  The police worked on some occasions with officers from Leicestershire Trading Standards when they visit off licenses.

Inspector Chris Brown, Commander of North West Leicestershire Local Policing Unit, said; "When I took over as LPU Commander I pledged to get tough on under age drinking and I have done that in two ways, by confiscating alcohol from young people drinking in the street and by making sure the people who sell alcohol know where their legal responsibilities lie when it comes to the sale of alcohol.

"I am very disappointed that just over a quarter of licensed premises failed, that is unacceptably high in my opinion and, as a result, we will be visiting nearly every one of those premises again before the end of the summer holidays.  What disappoints me further is that 31 of those, failed in the last three weeks." 

Licensed premises that fail a test purchasing operation a second time will automatically have their license reviewed.  If anyone is caught a third time, the police will request the licence is taken from them.

Inspector Brown continued; "Once again we are running an Alcohol Misuse Enforcement Campaign (AMEC) this summer which forms part of our robust alcohol policy.  We know that there is a direct link between underage drinking and criminal damage, vandalism, litter and graffiti so we will continue our confiscation patrols until the message get through and licensees comply with the law and young people stop drinking on the streets."

"There are a number of issues around underage drinking; not only the link to criminal activity and the affect on a person's health, but also that young drunk people are very vulnerable as their personal safety is compromised.

"My message is very simple, if you live in North West Leicestershire and are under the age of 18 ...you don't drink and if you're a licensee you don't sell alcohol to anyone under the age of 18." 

Councillor Nicholas Rushton, Portfolio Holder for the Environment at North West Leicestershire District Council, said;  "We will continue to support the police in our district in these operations. As a Council we take a very dim view of licensees that supply alcohol to under 18s. Where a premises is found to be doing this we will revoke their licence."
