LEICESTER has been named as one of only 15 areas in the country to win the right to pilot a new learning scheme for 14 to 16 year-olds.

Six city schools will trial the government’s new 14-16 Foundation Learning Tier from September 2008.

Aimed at students who might struggle with traditional GCSE courses, the scheme will give them the chance to earn credits in a range of areas, from personal skills and development, to qualifications in a wide range of vocational areas.

Students will do some of their learning at school, and some at Leicester College or other work-based learning providers.

The credits they earn will add up to a number of nationally-recognised qualifications at the end of the course. The students will still take GCSEs in maths, English and science.

Vi Dempster, the council’s Cabinet member for education said: “We want to give young people wider opportunities to develop the skills they will need in life.

“This new scheme will be very flexible, allowing students to learn more about areas they are interested in, and gather credit points towards a qualification as they go along.

“Being chosen for the pilot means that Leicester schools will be at the forefront of this important national development.

“This excellent result emphasises the strength of the partnership in the city, as highlighted in a recent report from the Government Office for the East Midlands”.

The schools taking part are Babington, Soar Valley, City of Leicester, Fullhurst, the Children’s Hospital School and Ellesmere College.

The Leicester City 13-19 Partnership bid against other councils to pilot the scheme in Leicester.

The partnership brings together the city council, schools, FE colleges, Learning and Skills Council, Connexions and the Vocational (13-19) Education Support Agency (VESA).

VESA will oversee the scheme and give progress reports to the government every term until the pilot ends in July 2010.

The Foundation Learning Tier is set to roll out across the country from September 2008.
