Dog Control Orders in Leicester

NEW powers could soon be in place to tackle dog fouling and other dog-related problems across the city.
Leicester City Council is proposing to bring in new powers to fine dog owners who fail to control their pets properly in public, as part of legislation to clean up communities.
Dog Control Orders, which form part of the Governments Clean Neighbourhoods and Environment Act 2005, would allow the city council to hand out 80 fixed penalty notices to dog owners who fail to clear up their pets faeces, allow them in restricted areas such as playgrounds or dont put them on a lead when they are instructed to do so.
The measures are part of a range of enforcement powers made available to councils as part of the act.
Leicester City Councils cabinet member for the environment, Councillor Rob Wann, said: These new powers will allow us to tackle thoughtless or careless dog owners who allow their pets to foul or run free in areas where they should be kept under control.
We need to balance the interests of people affected by the actions of dogs, such as children who need access to playgrounds and parks away from dogs, with the interests of dog owners who need access to areas where they can exercise their pets without undue restrictions.
Details of the proposed Dog Control Orders, including plans of affected areas, are due to be advertised, followed by a 28-day consultation period giving residents the chance to make their views known.
A decision will then be made on whether to proceed with the orders. If so the orders will come into force 14 days after they are made.
A range of council officers will be enforcing the orders, including the city councils city wardens, parks officers and the existing dog warden service.
